Senior Product Manager

Overview: - Bixal, a consulting company based in Fairfax, VA, is seeking a Senior Product Manager for a critical initiative under the SPRUCE IDIQ contract with the Department of Veterans Affairs (VA). - The role focuses on improving the Veteran Transition Experience, ensuring seamless access to VA and cross-agency benefits. Key Responsibilities: - Lead the end-to-end product lifecycle for Veteran transition services. - Develop and iterate on a data-driven product roadmap in collaboration with VA stakeholders. - Partner with various VA teams and federal agencies to integrate cross-agency benefits. - Lead multi-disciplinary Agile teams through two-week sprint cycles. - Utilize iterative design principles and user research to enhance Veteran engagement. - Oversee API integrations and ensure compliance with federal IT regulations. - Implement robust monitoring, analytics, and reporting to measure impact and product performance. - Drive cloud-based and open-source technology adoption per OMB Guidance M-16-21. Requirements/Skills/Qualifications: - Bachelor’s degree plus at least eight years of relevant experience, or an equivalent combination of education and/or experience. - Experience with continuous discovery and delivery, Agile methodologies, product roadmaps, and stakeholder management. - Strong expertise in user research, service design, and data-driven decision-making. - Proven ability to navigate complex technical landscapes, including APIs, cloud services, and data interoperability. - Strategic thinking, leadership, collaboration, communication, empathy, problem-solving, and adaptability. - Must be able to obtain and maintain a Public Trust clearance. - Experience with VA, federal health systems, or government digital transformation is preferred.
